PSC order, Hope Gas, Inc. (26-0544-G-390P)
Commission Procedural Order that the annual Pipeline Replacement and Expansion Program filing is approved, subject to modifications and adjustments in this Order, projected Category 1 Red Line retirement projects, including associated removal-from-service activities, shall be excluded from recovery through the Pipeline Replacement and Expansion Program, but that Hope Gas Inc. should include this expense as a separate expense in the recovery in this case as directed in this Order; that the Staff's Legacy Surcharge true-up adjustments, including application of the approximate 35 percent allocation factor in the evidentiary record, are approved for ratemaking purposes in this proceeding; the Legacy Surcharge over-recovery shall be refunded to customers over a two-year period beginning November 1, 2026; that Hope shall file Field/Gathering System Compliance and Planning Reports on a semi-annual basis, with the first such report due July 31, 2027 covering activities through June 30, 2027 and subsequent reports due every six months thereafter until further order of the Commission; that each semi-annual report shall include information sufficient to evaluate ongoing leak mitigation, emissions reduction, and field and gathering system remediation activities; that revised tariff sheets and supporting calculations reflecting the determinations made herein shall be filed within ten days of the date of this Order; etc.
