Commission Final Order that Wheeling Power Company may, subject to the conditions discussed herein, enter into an arrangement with its affiliate, Kentucky Power Company, for Kentucky Power Company to pay to Wheeling Power Company appropriate compensation based on West Virginia revenue requirements, depreciation, operation and maintenance expenses, and taxes accumulated on the plant balances from the date that they ceased to be allocated or assigned to Kentucky Power up to the date the financial impact of the transaction is approved by the Commission and reflected in rates of Appalachian Power Company and Wheeling Power Company; etc. Case Final.
